It depends on who you ask. Most Irish would say no, most others will say yes.
Definitely Earthling.

A quarter Irish with a strong influence in my upbringing. My grandmother was full-blooded Irish, and she passed on a great deal of the culture to her ********. My mother then proceeded to pass a lot of it on to me.

I don't have a clue how much Irish I am, but I've been told by family members that we are mostly Irish. I would love to do a DNA check sometime to find out the percentages of my ethnic background. Does anyone know how you go about doing that type of DNA testing?

Individuals can be Irish from their ethnic heritage of a common history of mores and folkways within the culture. It is a personal choice of how and to what degree one chooses to identify with the history of their ethnicity. It could be as recent as a year or longer as dictated by a family tree that has many limbs and branches. And for some just for a special day. But whatever it is, as my staunch Pennsylvania Dutch (German) mother admonishes, "if you observe or celebrate St. Patrick's Day. have fun and put some green food coloring in my Vodka".
